- This, even though U.S. federal law as well as more than 40 state laws criminalize the practice of Female Genital Mutilation. Notably, Minnesota, with a large Somali immigrant population, has had zero prosecutions for FGM…which is entirely legal under Hanbali, Hanafi, and Maliki schools of Sunni Islamic jurisprudence, and obligatory under Shafi’i jurisprudence (the dominant school of Islamic Law in Somalia). FGM is also obligatory under the Shi’ite Ismaili sub-sect Dawoodi Bohra.
